Regulatory Compliance

The Gas Gathering Final Rule from PHMSA was implemented on May 16, 2022. This rule has had a major impact on the way many of our clients operate their systems. Before the rule came into effect, midstream companies with gathering lines could operate with very little federal regulation oversight. Now that this rule is in effect, new challenges for these companies have arisen including remaining compliant with Part 192 regulations. I3 Engineering’s Compliance Team works on behalf of our customers to ensure they complete all necessary plans and inspections and remain fully compliant with all Part 192 regulations.

Our Compliance Team writes, reviews, and updates the following plans:

  • Operations and Maintenance Manuals

  • Damage Prevention Plans

  • Public Awareness Plans

  • Emergency Response Plans

  • Operator Qualification Manuals

  • Drug and Alcohol Plans

  • Construction Manuals


Along with assisting with related plans, our Compliance Team carries out the following inspections:

  • Leak surveys and pipeline patrols on the entire line and at road crossings

  • Cathodic protection surveys on all test stands

  • Valve inspections

  • Class location map changes

  • Atmospheric corrosion inspections

  • Public awareness mailers sent out

  • Public liaison meeting with First responders


If any of these inspections show deficiencies, our Compliance Team will work with our customers and our engineers to design and implement solutions to correct the deficiencies.
