David Mordan Jr., P.E.

With over 25 years of experience in the natural gas pipeline, compression, and liquids industry, David (Dave) Mordan established I3 Engineering & Consulting, LLC in 2013 in Bridgeport, West Virginia. Despite starting with only one employee, today I3 Engineering is over 35 employees strong.

 

Dave began his career working for Williams in Houston, TX. After becoming involved in Cove Point LNG facility with Williams, Dave transitioned to Dominion Energy when they purchased the facility in 2002. In 2004, he was promoted to Manager–Engineering Projects and headed several of the company’s major pipeline expansion projects. In 2009, Dave was promoted to Director of Operations and in 2012 Director of Engineering.

 

Dave holds a bachelor’s Degree in Civil Engineering from the Pennsylvania State University and is a licensed professional engineer in eight states.

Robert L. Pugh

Robert (Rob) Pugh is the Director of Facilities Engineering at I3 Engineering and Consulting LLC. Rob possesses over two decades of experience delivering complex natural gas infrastructure projects from planning through commissioning. Since joining I3 Engineering and Consulting LLC in 2015, he has built a strong reputation for executing major capital projects safely, efficiently, and on schedule. His work spans compressor station design and construction, measurement and regulation (M&R) facility upgrades, pipeline facilities, and large-scale replacement programs across the Appalachian region.

Rob’s technical expertise is rooted in his early career as an Automation and Controls Engineer, where he spent many years developing and integrating automation systems for compressor stations and associated facilities. This foundation in controls, combined with his extensive field experience, allows him to bridge engineering design with practical, real-world operational needs.

At I3 Engineering, Rob has managed engineering and construction efforts for high-profile projects involving BHE Eastern Gas & Transmission, Williams, MPLX, Infinity Natural Resources, and others. His portfolio includes compressor station replacements equipped with Solar Centaur turbine compressors, major M&R stations, odorization systems serving over 1.6 BCF/D of gas, and multi-unit compression facilities featuring Caterpillar and Waukesha engine packages. Rob is also adept at coordinating multi-disciplinary engineering teams, preparing capital cost estimates, developing project schedules, producing design documentation, and overseeing projects from their infancy through commissioning.

Through his years of work Rob is recognized for his calm, practical leadership style and commitment to quality, safety, and regulatory compliance. His ability to manage budgets, streamline processes, and guide teams has contributed to a long record of completing projects on time and within budget.

Rob holds a B.S. in Electrical Engineering from West Virginia University.

Director - Pipeline Services

Jessica N. Jordan

Jessica Jordan is Director of Pipeline Services at I3 Engineering and Consulting LLC. Ms. Jordan possesses over 20 years of experience designing, managing, and engineering gas and liquid pipelines and facilities. Prior to joining I3 Engineering, Ms. Jordan worked for major national pipeline operators including Dominion Transmission, Kinder Morgan, and Spectra Energy.

 

In 2016, Ms. Jordan joined I3 Engineering as a Sr. Project Manager. She has been integral in all of our major pipeline projects such as the Atlantic Coast Pipeline, Infinity Natural Resources South Bend field development, Hope Gas Morgantown Connector Project, and dozens of other pipeline replacements and hydrotests. In addition, Ms. Jordan has handled multiple compressor station upgrades and meter station builds for TC Energy, Eastern Gas Transmission and Storage and other operators.

 

Through her work for multiple companies and hundreds of projects, Ms. Jordan has become an expert on FERC and PHMSA compliance, natural gas engineering design, and pipeline construction management.

 

In 2025, Ms. Jordan was promoted to Director of Pipeline Services with responsibilities for I3 Engineering’s pipeline engineering, survey, mapping, inspection, materials and compliance groups. Ms. Jordan holds a Bachelor of Science degree in Civil Engineering from West Virginia University
